Crowded camps can wait a few levels
Deaths while fleeing mostly came from fights against five or six monsters at once, in the Frostmane hold or the Bristleback camp: no escaping that alone. A player does such quests in a group or with a level lead; so do autonomous players now. Skirting monsters on trips has already cut deaths on the way from 24 to 17 per 10 minutes.

Finding
Of 50 deaths during or right after a flight (13:58-14:10), attackers were often a pack of 5 or 6: Frostmane trolls in their hold (Dun Morogh), Bristleback quilboars in Mulgore. Fleeing does not save one from a whole camp.
Fix
A spawn point surrounded by at least 4 other hostile monsters within 20 m is a dense camp. Until the player has a 3-level lead over its occupants, quest objectives and hunting ignore it; the quest is naturally postponed. Density is computed once per spawn point and cached.
